Navy Federal Routing Number: What the First Two Digits Mean

The first two digits of 256074974 are 25, and 25 is 05 plus 20. Under the Federal Reserve Board’s own routing-number guide, that single fact carries the whole answer: 05 is the Fifth Federal Reserve District (Richmond), and the leading 2 is the marker that says the institution is a thrift. Navy Federal is a credit union, and its number wears the thrift marker. None of this changes what you type anywhere — it is still 256074974, one number, for every account you hold.

The rule, in the Board’s own words
The decoding is not folklore and it is not a third-party convention. It is written into Regulation CC (12 CFR Part 229), Appendix A, Routing Number Guide to Next-Day-Availability Checks and Local Checks. Paragraph B says:
“The first four digits of the nine-digit routing number (and the denominator of the fractional routing number) form the ‘Federal Reserve routing symbol,’ and the first two digits of the routing number identify the Federal Reserve District in which the bank is located. Thus, 01 will be the first two digits of the routing number of a bank in the First Federal Reserve District (Boston), and 12 will be the first two digits of the routing number of a bank in the Twelfth District (San Francisco). Adding 2 to the first digit denotes a thrift institution. Thus, 21 identifies a thrift in the First District, and 32 denotes a thrift in the Twelfth District.”
The same appendix repeats the rule underneath its symbol table, in plainer form: “The first two digits identify the Federal Reserve District. For example, 01 identifies the First Federal Reserve District (Boston), and 12 identifies the Twelfth District (San Francisco). Adding 2 to the first digit denotes a thrift institution.”
And the Board’s district page states the naming convention outright: “The Federal Reserve officially identifies Districts by number and Reserve Bank city” — 01-Boston, 02-New York, 03-Philadelphia, 04-Cleveland, 05-Richmond, 06-Atlanta, 07-Chicago, 08-St. Louis, 09-Minneapolis, 10-Kansas City, 11-Dallas, 12-San Francisco.

- 25 — Federal Reserve District plus the thrift marker. 25 − 20 = 05, the Fifth District.
- 2560 — the four-digit Federal Reserve routing symbol. It is printed in Appendix A’s official list of symbols.
- 7497 — the institution’s transit number inside that symbol. This is the part that says Navy Federal rather than any other Virginia credit union.
- 4 — the check digit, computed with the ABA 3-7-1 weighting over the first eight digits.
The Board defines the first four digits as a unit and the first two digits individually. It does not publish a definition for the third and fourth digits. We could not find one in any official document we were able to retrieve, so we do not offer one — though the Fed’s own directory shows those two digits clustering tightly by state, which we come to below.
The twelve districts, and where each prefix actually lives
The prefixes run 01–12 for banks and 21–32 for thrifts. The table below gives both, the number of official four-digit symbols Appendix A publishes for each district, and what the Fed’s live directory shows about where those numbers sit today.

The official symbol list is 163 exact pairs
Appendix A does not merely describe the rule — it publishes the symbols. We pulled the entire list and checked it: 326 four-digit symbols, and every single one has a twin. For every bank-form symbol there is a thrift-form symbol exactly 2,000 higher, and for every thrift symbol a bank symbol 2,000 lower. 163 pairs, zero exceptions. Prefix 01 has ten symbols and prefix 21 has the same ten; prefix 12 has twenty and prefix 32 has the same twenty.
Navy Federal’s symbol, 2560, is on that list. So is its mirror, 0560. That pairing is the mechanical reason 25 can be read at all: the list is built so that the thrift form of a district always exists alongside the bank form.
What 16,876 live routing numbers show
Rules are one thing; reality is another. So we did a census. Using the Federal Reserve’s own E-Payments Routing Directory — the FedACH participant search, effective date October 7, 2026 — we queried all 326 official symbols and collected every result. That returned 16,876 distinct nine-digit routing numbers, with no truncation on any symbol.
- All 16,876 pass the ABA check-digit test (3-7-1 weighting over the first eight digits): 16,876 out of 16,876, no failures.
- 6,927 of them — 41.0% — carry the thrift marker (prefix 21–32).
- Credit unions live almost entirely on the thrift side. Of the thrift-prefix numbers, 57.7% belong to institutions with “credit union” in their registered name. Of the bank-prefix numbers, 2.2% do. That is what the leading 2 is practically telling you.
- The most common state matches the Reserve Bank city’s own state in 11 of the 12 districts. The exception is the Tenth: the Federal Reserve Bank of Kansas City sits in Missouri, but the district’s numbers are most often registered in Kansas (23.8% vs. Missouri’s 13.0%).
The Fifth District, symbol by symbol
Here is the district Navy Federal belongs to, broken down to the four-digit symbol. The “most common state” column is computed from the Fed directory, not from any published territory map.

Two things jump out. First, the thrift symbols are far more tightly geographic than the bank symbols — 2515, 2519 and 2570 are 100% West Virginia, 2532 is 91.2% South Carolina, 2531 is 89.0% North Carolina. Second, 2560 is Virginia’s thrift symbol, which is exactly where a credit union headquartered in Vienna, Virginia should be.
Who else shares 2560 with Navy Federal
A routing symbol is not an institution. Twenty-two live numbers begin with 2560, and 17 of them are registered in Virginia. Alongside Navy Federal in Vienna you will find Pentagon Federal in Tysons, Apple Federal Credit Union in Fairfax, Northwest Federal in Herndon, State Department Federal in Alexandria, and others. Five of the 22 are registered outside Virginia entirely: two in Amherst, New York, and one each in Minneapolis, Jersey City and Laurel, Maryland.
The number sitting closest to Navy Federal’s in the directory is instructive: the only other number sharing the first seven digits 2560749 is 2560-7496-1, which belongs to Market USA Federal Credit Union in Laurel, Maryland. Sequential numbers are neighbouring institutions, not branches of one.
The Fed’s own numbers obey the rule too
Appendix A also publishes actual nine-digit routing numbers for the Federal Reserve Banks themselves — 47 of them, plus 20 for the Federal Home Loan Banks. All 67 pass the check-digit test, and every one of the 67 begins with the two digits of the district encoded in its own routing symbol. The central bank numbers itself the same way it numbers everyone else.

The numbers that do not follow the rule
Appendix A lists four numbers under “U.S. Treasury Checks and Postal Money Orders” that begin 0000 instead of a district prefix: 000000505, 000001193, 000000518 and 000008002. All four pass the check-digit test. They have no district, because there is no bank behind them.
What this does not tell you
- It is not a location lookup. The rule assigns the prefix to the district the institution was in. In the Fed’s own directory today, symbol 2560 contains institutions registered in Minnesota, New York and New Jersey. A prefix tells you which district issued the symbol, not where the head office sits now.
- Digits three and four have no published meaning. Our census shows they cluster hard by state — 2515 is entirely West Virginia — but the Board does not define them, so treat the clustering as observation, not rule.
- It does not change any form you fill in. Direct deposit, ACH and wire instructions all want the same nine digits: 256074974. Navy Federal’s own wire page lists it as “Routing/ABA Number: 256074974” alongside SWIFT/BIC NFCUUS33XXX and the address 820 Follin Lane SE, Vienna, VA 22180 — no district anywhere on the form.
- It is not a validity test. A number can decode to a perfectly real district and still belong to nobody. The check digit is arithmetic, not identity — see what happens if you enter the wrong routing number.
Decode any routing number
Enter nine digits to see the district, the thrift marker, the official routing symbol and where numbers with that prefix are registered today. The census figures come from the Fed’s directory (effective October 7, 2026); the symbol list comes from Appendix A.
What we could not verify
- What digits three and four mean. No official definition found. The Board’s text stops at “first four digits” and “first two digits.”
- An official state-to-district map. The Board’s district pages list branch directors, not territory, and we found no current Board page publishing the state lists. Every geography figure on this page is computed from the city and state fields of the Fed’s own directory, not from a published map.
- Which Reserve Bank office owns which symbol. The current Appendix A lists all 326 symbols under a single heading (Fourth District / Cleveland Head Office), so we cannot say which office 2560 belongs to.
- Anything from the American Bankers Association. aba.com returns 403 to automated requests, so no ABA policy text is quoted here.
- Numbers outside the FedACH directory. The census covers the 326 official symbols only. Routing numbers that exist outside that set are not counted.
